Storm brewing in PNG police: Comm Manning suspends ACP Kalaut

PORT MORESBY: An administration storm is brewing in the Papua New Guinea police force as its Asst Comm (Human Resources) Sylvester Kalaut is suspended from service 21 days pending an independent investigation.
Comm David Manning says ACP Kalaut was suspended from service for numerous alleged offences of insubordination causing dissaffection within the force.
But ACP Kalaut claims he was suspended for “insubordination” just because he asked to see the Police Commissioner’s Appointment Gazettal Notice.

“They include serious allegations of misuse of pension funds and the refusal to provide acquittal reports of the funds expended,” he added.
Comm Manning said: “I was left with no choice but to suspend ACP Kalaut (for 21 days) until an independent investigation is conducted.
He will be given the opportunity to respond to the charges of insubordination.”
Earlier, ACP Kalaut spoke to The National claiming that he had been suspended for “insubordination” just because he asked to see the Police Commissioner’s Appointment Gazettal Notice.
“At a meeting of senior officers last month to present the notice Comm Manning’s appointment, I congratulated him (Manning) and asked for him to present the notice which he (Manning) could not do at that time.
“Manning said it was still going through a process and was being processed.
“But how was he appointed when there was no notice at that time?
“I was the only one who asked because I was also a candidate and wanted to see the notice.
“I have, therefore, been suspended for asking to see the notice.
“The commissioner’s action is very shallow as I do not see how asking a question was deemed as insubordination?
“I was given a minute on Dec 27 to show cause why I asked him for the notice.
“I was issued the suspension notice today (yesterday) at 3pm.
“Anyway, I welcome the suspension as it will allow me to take a long overdue holiday,” ACP Kalaut said.
