Cop charged with murder of Kapris, Walimini
PORT MORESBY: A 31-year-old policeman was charged in the Waigani committal court yesterday (Feb 11, 2020) with two counts of murder. Jeffery Kifoi was charged before magistrate Tracy Ganaii for the alleged slaying of the then most wanted criminals, William Nanua Capris and Raphael Walimini, in 2013.
Ganaii fixed next hearing on March 13.

Kapris killing case begins
By BOURA GORU-KILAA POLICEMAN who allegedly killed wanted criminals William Nanua Kapris and Raphael Walimini in 2013, requested a court yesterday to be remanded at the Boroko police station, instead of Bomana, for his personal safety.
Jeffery Kifoi, 31, of Watabung village in Daulo, Eastern Highlands, appeared before Waigani Committal Court Magistrate Tracy Ganaii on two counts of murder.
He told the court that his life would be at risk if he was remanded at Bomana prison.
Police prosecutor Sgt Joseph Sangam said Kifoi would be remanded in Boroko pending his bail application in the National Court.
“You can be kept at Boroko for a week pending your bail application. You can go out on bail if your application is granted. If not, you will be transferred to Bomana,” he said.
It is alleged that on July 22, 2013, between 6pm and 8pm, at Camp 48, Gabadi, along the Hiritano Highway in Central, Kifoi, who was then attached to the armed robbery unit with his unit members Sgt Philip Porkop, Jack Wesil, Ila Rivu, Tony Kande, shot Kapris and Walimini after they had surrendered.
It is alleged that after surrendering to police, they were dragged away from their companions Philomena Kalagus, Margaret Lapu, Steven Yafai, Nelson Ine and Kevin Kom.
They were told to lie flat on the road before Kapris and Walimini were allegedly shot.
Kalagus, Lapu, Yafai, Ine and Kom laid on the road near where their vehicle was parked.
After the shooting, it is alleged that Kifoi and his unit remained at the location for about an hour before taking them to Port Moresby.
Police alleged that the two men were still alive when they were transported to Port Moresby.
Kapris had spoken to Sgt Wesil, according to a sworn statement in the Coroner’s file dated Aug 5, 2013.
Walimini too held onto Ine’s hand on the way to Port Moresby, indicating that he was still alive.
It is alleged that the two men were transported in a separate vehicle to the one used by their companions.
Kapris and Walimi were pronounced dead on arrival at the Port Moresby General Hospital.
Kapris, Walimini and Michael Warangu who were convicted prisoners had escaped from the Bomana Prison on May 14, 2013.
Warangu was shot the next day in Port Moresby.
Kapris and Walimini had gone into hiding in the Nara area of Kairuku, Central.
They were travelling to Port Moresby with the two women and three men after three months of hiding where they were intercepted by two unmarked police vehicles.
They were alleged to have been killed in an exchange gun fire.
