Warrant of arrest for immigration officer who allegedly raped 10-year-old girl

PORT MORESBY: The Waigani committal court has issued a warrant of arrest for immigration officer Clement Kong who jumped bail yesterday (March 15, 2021).

Kong is charged with raping a 10-year-old girl in a car in Taurama on Sept 19.

Kong is a logistic officer with the Immigration and Citizenship Authority.

THE Waigani Committal Court has issued a warrant of arrest for immigration officer Clement Kong, who is charged with raping a 10-year-old girl, for jumping bail yesterday.
Magistrate Garry Unjo issued the warrant after the prosecution record revealed that Kone, a logistic officer with the Immigration and Citizenship Authority, had failed to appear for hearing on four consecutive occasions. Kone, 32, from Wabag’s Lupumanda village in Enga was arrested on Sept 19, by a police patrol unit at a bus stop at Taurama where he allegedly raped the girl in his government vehicle.
He was taken to Saraga Police Station.
Kone was formally charged with raping a minor.
Police Prosecutor Sgt Chris Iga informed the court that the case was at the verge of completing the committal procedure as files for the case were ready.
Sgt Iga said they were waiting for Kone to file his submission on sufficiency of evidence.
It was alleged that Kone was drinking with his friends in Morata in Port Moresby when he told the victim and some other children to get into his work vehicle to drop off a friend. A couple of children, including the girl, got in and Kone drove off a few meters before he told all to leave except the girl.
Kone drove the girl to Taurama where he dropped off his friend and then ordered the victim to sit on the front passenger seat.
On the way, he allegedly asked the girl to remove her clothes and threatened her when she refused.
It was alleged that he pulled over to a bus stop, pulled the girl to the back seat where he allegedly raped her.
Kone was caught in the act when the girl struggled and pushed open the door when it caught the attention of a passing police patrol unit.
The case will return on May 26 for review.
