PORT MORESBY: A police constable was charged in the Waigani committal court yesterday (April 27, 2021) with murder for allegedly shooting dead his colleague during a pre-dawn raid on April 12.

A POLICE constable facing a wilful murder charge for allegedly shooting another policeman two weeks ago has been remanded by a court.
Waigani Committal Court Magistrate Danny Wakikura read the charge to Frank Teine and adjourned the case to May 26.
Teine, 28, of Kombulg village in Kundiawa, Chimbu, is based at the Public Safety Unit at Boroko Police Station.
He allegedly shot policeman Presley Philip on April 12 at the 5-Mile Ridge Settlement during a dawn raid in search of a robbery suspect.
Police allege that on April 11 at 9.30am, a complaint of an armed robbery was received in which criminals stole a vehicle, a laptop, a pistol and phones from Chimbu Governor Michael Dua at his home.
On April 12 at about 3.30am, policemen handling the case namely Chief Sgt Ken Mugua, Constables David Moses, Issac Boi, George O’Connor, Teine, Stanley Kiap, Peter Tolus, Issac Yak and Phillip (deceased) conducted the raid.
When they were searching a house, a policeman called out that a suspect was running up a hill.
Teine allegedly fired shots at the man which hit Phillip instead.
He died while being taken to the Port Moresby General Hospital for treatment.
Teine requested magistrate Wakikura to have him remanded in Boroko police station lock up pending his bail application in the National Court.

  1. Sorry for this young man and his families, I assume it was an accident but evidence and witness has the power to make judgments..😭😭 he should have been careful when pulling the trigger, there could be civilians in the background too.
