Aussie CEO Blacklock charged in PNG committal court

Carolyn Blacklock, 48, an Australian expatriate, was charged in the Waigani
committal court with misappropriation, false pretence, forgery and conspiracy
involving K1.7 million.

FORMER PNG Power Ltd acting chief
executive officer Carolyn Blacklock, 48, from Australia, made her first court
appearance yesterday where she was read her charges of misappropriation, false
pretence, forgery and conspiracy in the Waigani Committal Court.
Magistrate Paul Nii converted her police bail of K3,000 to court bail and
imposed conditions that she should not interfere with state witnesses and surrender
her passport to the court registry.
Blacklock’s lawyer Phillip Tabuchi of Young and Williams Lawyers informed the
court that his client’s passport was taken by the arresting officer during her
record of interview and could have it surrendered to court for safe keeping.
Nii ordered that the passport be surrendered by the arresting officer.
It was alleged that between August 2018 and August 2019, Blacklock dishonestly
applied K1,768,448.25 of funds belonging to PNG Power Ltd to her benefit under
a fraudulent contract.
For the second charge, it was alleged that on the same dates, she defrauded PNG
Power Ltd the sum of K1,768,448.25 by falsely pretending to be employed under a
lawful contract of employment.
For the third charge, it was alleged that during the same period she and
another person forged a false document (contract of employment) to receive
payments of K1,768,448.25.
Police also alleged that she conspired with another person to commit a crime
where they defrauded PNG Power Ltd.
Blacklock understood her charges. She will return to court on Oct 18.
Her bail was extended.
