Ex-PPC Ibsagi who ordered the shooting of a deaf man, arrested and charged

PORT MORESBY: Former Sandaun commander Chief Insp Moses Ibsagi was arrested and charged with unlawfully giving orders to shoot a deaf man about three years ago.

“Ibsagi was detained in Boroko police station last Friday (Nov 26, 2021) and later released on police bail,” border commander ACP Peter Philip said.

FORMER Sandaun police commander Chief Insp Moses Ibsagi was arrested and charged with unlawfully giving orders to shoot a civilian about three years ago.
“Ibsagi was detained in Boroko Police Station last Friday and later released on police bail,” border commander ACP Peter Philip said.
ACP Philip said the police constable who shot and wounded Davis Weni, 43, from West Sepik, on Nov 27, 2018, in Vanimo’s Wara Kongkong block in West Sepik, was arrested and charged earlier in Vanimo and released on bail.
According to police, then police Const Raphael Kua shot and wounded Weni who was at home.
Before the shooting, a shop was razed and youths from the settlement looted the burning shop, carting away alcohol which they drank for a week.
ACP Philip said alcohol-related problems were on the rise in the town and police were on full alert to control the situation in Vanimo town.
“On Nov 27, 2018, both Kua and Ibsagi were on duty and were patrolling around town when they went after a suspected looter who ran towards the Wasan Camp near the airport, all the way to Wara Kongkong,” he said.
During the chase, a shot was fired and Weni, who was with his family in his house, was wounded.
Weni, who was deaf, did not hear the policeman and officer’s order to stop and kept walking. That was when he was shot in the back near his buttock. Weni fell and was rushed to the hospital by police.
He was treated in the hospital and was later discharged.
ACP Philip said Weni lodged a police report in Vanimo which was then investigated by internal affairs that led to the arrests.
