Miss PNG killer appeals against 15-year jail sentence
PORT MORESBY: Justice David Cannings has given more time
to the Supreme Court Registry to prepare a review book for the case of a man convicted
of killing his partner and former Miss PNG Ruby-Anne Laufa in 2017.

Waigani on Tuesday (Oct 18, 2022) when lawyer Justina Bibilo, from the Office
of the Public Solicitor, said Richard Namaliu had returned for compliance check
to progress his appeal against the National Court decision that jailed hin 15
years for manslaughter.

JUSTICE David Cannings has given more time to
the Supreme Court registry to prepare a review book for the case of a man
convicted of killing his partner and former Miss PNG Ruby-Anne Laufa in 2017.
He made the order in Waigani on Oct 18 when lawyer Justina Bibilo, from the
Office of the Public Solicitor, said Richard Namaliu had returned for
compliance check to progress his appeal against the National Court decision
that jailed him15 years for manslaughter.
Justice Cannings noted that leave had been granted for Namaliu to appeal his
sentence but there was delay in preparing the review book due the head of
Supreme Court registry being away on compassionate leave.
He added that the court would give some time for the registry to prepare the
review book but this should not delay the hearing to be scheduled in next
month’s sitting.
Justice Cannings ordered that the Supreme Court registry comply with court’s orders
by Nov 3 and fix Nov 7 for the matter to return for compliance check and for
arrangements to be made for hearing of Namaliu’s appeal.
Namaliu, of Vunapope village in Kokopo, East New Britain, was convicted of
manslaughter for causing Laufa’s death by punching her and forcing her to jump
out of the car he was driving on Feb 11, 2017.
He was sentenced to 15 years by the National Court in Sept 2020.
Namaliu had previously appealed his conviction which was dismissed last July
when the court held that all grounds of the appeal had failed.
He is now appealing his sentence of 15 years.
Lawyer Friedrich Kirriwom from the Public Solicitor’s Office, who had
represented Namaliu when he came to court in August, said outside court that
Namaliu was appealing the excessiveness of his jail term.
He added that there were other similar cases where people who had directly
caused the death of another person were given a jail term of 10 years or less.
Kirriwom said Namaliu’s was indirect, but he got a higher jail term.
