Molester Andrew Liliura given suspended sentence

PORT MORESBY: Suspended Commerce and Industry Department secretary Andrew Liliura was jailed two and half years by the National Court in Waigani for molesting a woman officer.

However, Judge Laura Wawun Kuvi suspended the sentence and placed Liliura on two years’probation and a year of good behavior.

SUSPENDED Commerce and Industry Department secretary Andrew Liliura was jailed two and a half years by the National Court in Waigani for molesting a woman officer.
However, Judge Laura Wawun-Kuvi suspended the sentence and placed Liliura on two years’ probation and a year of good behaviour.
She jailed Liliura two years for one count of sexual assault and six months for two counts of indecent act against Joyce Ding, the department’s public relations officer.
“Whilst Liliura has been convicted of offences of a sexual nature, the factor that allowed for the abuse to continue was the power dynamics,” Judge Wawun-Kuvi said.
“Joyce could not report the matter or quit her job. It was her vulnerability that allowed the offender to continue his series of abuse,” she said.
Judge Wawun-Kuvi said such behaviour was referred to by the International Association of Women Judges (IAWJ) as sextortion.
“Joyce continued to suffer for two years out of fear of losing her job. She eventually came out because she reached a point that she could not take it any longer.
“She is commended for her bravery because most women suffer in silence. Her courage will set an example for many women with similar situations in workplaces to step up and speak up against all forms of (abuse),” she said.
Judge Wawun-Kuvi noted that while Liliura’s act was trivial, the psychological and emotional impact on Joyce was significant where she was placed with the struggle to decide whether to continue to go to work or endure the harassment for the sake of making ends meet for her family.
Between June 1 and June 30, 2018, Joyce, went into Liliura’s office and was subjected to a kiss and a pinch on the buttock.
Liliura also told Joyce that he wanted to have sex with her.
Then on April 2, 2019, he put his arm around her from behind in his office and said: “When we go to China, I will have you.”
