Department operated illegally for 11 years

PORT MORESBY: The Agriculture and Livestock Department operated illegally for 11 years without an Internal Audit Committee since 2011.

The committee had been defunct and was relaunched last week.

Finance secretary Dr Ken Ngangan said the Public Finance Management Act required all self-accounting departments, statutory bodies and provincial administrations to have functional internal audit unit and committees.

THE Agriculture and Livestock Department has re-launched its Internal Audit Committee which had been defunct since 2011.
According to the public sector audit governance performance scorecard, the department was rated below 50 per cent, an underperforming department due to the absence of the committee.
There were no diligence checks and balances on the department’s financial system.
Finance secretary Dr Ken Ngangan said the Public Finance Management Act required all self-accounting departments, statutory bodies and provincial administrations to have functional internal audit units and committees.
He said Government organisations must always practise internal controls, accountability and compliance with set rules and regulations.
Ngangan urged the department to always resource its internal audit unit and the audit committee to ensure they are operational at all times.
The committee meetings will be held quarterly every year.
Department acting secretary Stephen Mombi said: “It was a priority to have the committee re-launched immediately to restore transparency and to stem corrupt practices.”
Admitting that it was an offence for the department to be operating an audit committee for the past 11 years, Mombi said: “It was the past management’s ignorance and failure to address the issue. We will now work with the committee.”
