Bryan Kramer’s tribunal clerk ordered to make transcripts available

PORT MORESBY: The Leadership Tribunal looking into 12 allegations of misconduct in office against suspended MP Bryan Kramer has directed its clerk to prepare and produce transcripts by the end of today (Jan 17, 2023).

Tribunal chairman Judge Lawrence Kangwia in Waigani yesterday (Jan 16, 2023) issued the directive following Public Prosecutor Pondros Kaluwin’s request to have copies of the transcript of the proceedings be made available to parties to help with their submissions.

Hearing was then adjourned to Monday (Jan 23, 2023).

A LEADERSHIP tribunal looking into 12 allegations of misconduct in office against suspended Madang MP Bryan Kramer has directed its clerk to prepare and produce transcripts by end of today.
Tribunal chairman Judge Lawrence Kangwia in Waigani yesterday issued the directive following Public Prosecutor Pondros Kaluwin’s request to have copies of the transcript of the proceedings be made available to parties to help with their submissions.
The matter returned yesterday for presentation of submissions but the transcripts were not available to the parties.
Kaluwin told the tribunal, comprising Judge Kanagwia, magistrates Josephine Nidue and Edward Komia, that the proceeding transcripts were not ready as per the prosecution’s request.
He asked the tribunal to direct the tribunal clerk to make the transcripts available to the parties, and also give them time to go through the 886-pages transcripts and prepare their submissions.
Judge Kangwia after consulting members said a week would be enough time for parties to prepare their submissions.
He then directed the clerk to make available copy of transcripts and adjourned the matter to Monday. There were initially 14 allegations raised against Kramer but the prosecution amended and abandoned two in the process. The tribunal will determine the remaining 12 allegations of misconduct in office filed against Kramer by the Ombudsman Commission.
Three allegations relate to social media publications purportedly scandalising the judiciary, namely the conduct of Chief Justice Sir Gibbs Salika, suggesting a conflict of interest.
Another allegation is Kramer’s alleged interference with police operational matters that resulted in the termination of Paul Puri Nii, former director legal services (now a committal court magistrate in Waigani).
Other allegations against Kramer relate to decisions made by the Madang district development authority (DDA) to establish its own company, Madang District Works and Equipment Ltd and Madang Ward Project Ltd to implement the DDA’s own development programmes by funding the wards to construct their own classrooms, aid posts as well as repair of town roads.
