Sexual abuser Andrew Liliura to be sentenced on March 29

PORT MORESBY: Suspended Commerce and Industry Department secretary Andrew Liliura will be sentenced by the National Court on March 29, 2022, for sexually abusing his work colleagues.

Liliura took the opportunity to apologise in court on Thursday in his submission on sentence.

“I apologise to the court, the victims and my family,” he said.

SUSPENDED Commerce and Industry Department secretary Andrew Liliura has apologised to the court, his victim and her family and his own family for sexually abusing female work colleagues.
“I am deeply sorry for my actions towards Joyce Ding and her husband and my wife and children,” he said.
Liliura found the opportunity to apologise in the Waigani National Court yesterday when given time during his submission on sentence after he was convicted on three counts of sexually-related charges.
“I learnt a lot from this court during the court process,” he said.
“My action has cost me my job and my family and I’m deeply sorry for my action.”
Liliura said he was a first-time offender and asked for court’s mercy.
His lawyer Frederick Kirriwom, from the Public Solicitors Office, submitted that Liliura should receive a minimum penalty or none because he served in the public office for nearly 35 years and was ashamed of his actions.
“His action has spoiled his reputation and brought shame to himself and his families,” he said.
“We also acknowledge that his action has also affected the victim and her family. Having in mind the maximum penalty for sexual assault as five years of jail and indecent act with two years, we submit that Liliura’s action does not fall in the worst case.
“In any offence, the maximum penalty is served to the worst case.
“We submit that he receives six months for his sexual assault charge and three months for each of the indecent act charge.”
Kirriwom said the offence occurred on different dates to the same person which showed the pattern of behaviour directed towards the same person.
“For that reason, we submitted that the sentence be made together.
“Suspension of jail terms can also be made using court discretion and the court should consider the suspension in full,” he said.
The State lawyer argued that an appropriate sentence should be given to show that everyone in the work place must respect each other despite their position.
“Liliura with such authority being in the higher office in the public abused his office by taking advantage of his employees,” she said.
“This a breach of trust as such action from the higher authority towards an employee is inappropriate.” The court will hand down its decision on March 29.
