3 cops charged with attempted murder
PORT MORESBY: Three policemen were charged with
attempted murder and deprivation of liberty of the 21-year-old son of Senior
Constable Benjamin Naraboi.
Samuel Naraboi was
beaten up and left in a police vehicle in a coma on Feb 27, 2022, and was found
by his mother Regina. He was placed on life support in the Port Moresby General
Hospital until he regained consciousness on Wednesday (March 9, 2022).

THREE policemen were charged with attempted
murder and deprivation of liberty of the 21-year-old son of Senior Constable
Benjamin Naraboi.
Samuel Naraboi was beaten up and left in a coma in a police vehicle on Feb 7.
He was placed on life support and in a coma in Port Moresby Hospital until he
regained consciousness on Wednesday.
Police Commissioner David Manning denounced such illegal actions by policemen
who had been trained to “protect people and properties”.
Manning welcomed the laying of charges against the three who are members of a
taskforce unit in the capital city.
“(The rule) states clearly (that police officers must) protect and serve,” he
said.
“But it seems we continue to be plagued by allegations after allegations (of
police misconduct).
“That is why I am pleased with the outcome (of the investigations). We have
good officers in the provinces and commands and we need to continue to work to
achieving the outcome the people look to us to achieve.”
The three, whose names have not been released, were interrogated by officers of
the internal investigation unit yesterday afternoon before they were charged.
They are awaiting their court case at the Boroko Police Station cell.
Samuel’s father, Senior Constable Benjamin Naraboi, also welcomed the outcome
of the police investigation.
“We (family) are pleased with the outcome of the investigations and we want to
thank everyone who assisted us, especially when Samuel was admitted,” he said.
“We also want to thank the police investigators who worked hard to reach this
outcome. Thank you.”
Naraboi said Samuel was still in a coma at the Port Moresby General Hospital
and could not recognise them when they visited him.
He underwent an operation on his skull after he was allegedly assaulted by
police in Waigani on Feb 27.
Police internal investigation unit director Chief Superintendent Emil Alpha
said “disciplinary charges” would be laid against the three men.
Police Minister William Onglo said it was always hard for police officers to
investigate colleagues.
“We are continuing to implement the one-strike-and-you-are-out policy as we get
rid of the bad apples in the constabulary,” he said.
Assistant Commissioner of Police Anthony Wagambie Jnr, who is in charge of the
NCD/Central command described the level of injury inflicted on Samuel as
unwarranted and “way beyond”.
“The investigation team will establish what led to this and what actually
happened,” he said.
