Two cops convicted for
causing death of man
PORT MORESBY: Two policemen were convicted by the
National Court for causing the death of a man here on Independence Day two
years ago.

Salika told John Selan Lavona and Andrew Kupuso that they were on lawful duty
but their actions were careless and reckless.
The case was adjourned
to May 2, 2022, for submissions.

THE National Court has
convicted two policemen for causing the death of another man on Independence
Day two years ago in Port Moresby.
Chief Justice Sir Gibbs Salika told John Selan Lavona, from Manus, and Andrew
Kupuso, from East Sepik, that they were on lawful duty, however, their actions
were careless and reckless.
“You have a role to play which is to arrest, search and interrogate but you
failed to play those roles,” he told them.
Sir Gibbs said both accused had left the deceased on the ground with no concern
for his welfare.
On Sept 16, 2019 between 1pm and 2pm at Rainbow bus stop, Lavona and Kupuso
arrived in a police vehicle and chased away betel nut vendors.
The State alleged that the pair were interested in the deceased who was
carrying a bag which they claimed contained marijuana.
The deceased was then chased to the other side of the road and into the Jubilee
University premises and eventually jumped the fence into the Port Moresby
National High School compound.
The deceased ran towards the school’s spiked fence facing the main road and was
trying to climb it but was caught and in a dangerous position with his body
caught on the spikes. Kupuso proceeded to attack the deceased with an aluminum
baseball bat.
Lavona then pulled him by his legs causing his stomach to be cut by the spikes.
He fell down while the two took the bag and left.
Sir Gibbs adjourned the case to May 2 for submissions.
